Dr. Loretta P. Finnegan is President of Finnegan Consulting, LLC which addresses education, research, and treatment in issues relating to perinatal addiction. She is recognized nationally and internationally as an expert in these fields. She is also credited with the development of an assessment tool for Neonatal Abstinence Syndrome (NAS) which is used widely in neonatal units in the United States and many other countries. Dr. Finnegan received her medical degree from Drexel University College of Medicine followed by a pediatric residency and fellowship in neonatology at the Philadelphia General Hospital, University of Pennsylvania Division and then assumed the position of Chief of Newborn Services. At Thomas Jefferson University, she was founder and Director of Family Center, a landmark program providing comprehensive, multidisciplinary services for pregnant/ parenting women with Substance Use Disorder (SUD) and their children. As Professor of Pediatrics, Psychiatry and Human Behavior, she directed a research program to delineate effects of and management for pregnant women with SUD and their children and education of medical students and other allied health professionals. Dr. Finnegan has been the recipient of many awards such as the NIDA Pacesetter Award for outstanding achievements in treatment, research and prevention of drug abuse; The AATOD Nyswander and Dole Award for contributions to the treatment of pregnant women with SUD using methadone maintenance; The Drexel University100 Medal as a distinguished alumnus; The Surgeon General’s Medallion, presented by the First Lady of the United States, Melania Trump, The Secretary of Health and Human Services, Alex Azar, and, Assistant Secretary of Health, Admiral Brett Giroir for pioneering leadership and innovative performance both as a clinician and as the Executive Officer of the College on Problems of Drug Dependence and the development of the Finnegan Score, a groundbreaking key assessment tool for babies born with NAS.
