1 - From Policy to Practice: A Demonstration Project to Provide Fully Integrated Co-Occurring Care in Oregon

Presentation Summary: This workshop will summarize the directives of state legislation pertaining to the development and implementation of the Integrated COD Program, focusing specifically on their application to federally certified, registered, accredited and licensed opioid treatment programs in the state of Oregon. Discussion will focus on the role of the state as the rulemaking authority in applying the law at the intersection of state and federal regulatory requirements; the administrative application of the law to program policies and procedures and the resulting workflow process; and the practical, day-to-day implementation of the law in the clinical setting.

Learning Objectives:

At the completion of this activity, participants will:
  • Generally describe a legislative approach that resulted in the establishment of a specialty program endorsement and a professional credential for integrated co-occurring disorder services within an OTP.
  • Describe a workflow to stand-up integrated co-occurring OUD and mental health services in an OTP setting that meets the requirements of the law.
  • Discuss the operational challenges and successes of providing integrated co-occurring disorder treatment in the OTP setting in compliance with the law.
