C2 - Innovations Behind Bars: Navigating Opioid Treatment Program Challenges in Jails and Prisons

Presentation Summary: The rapid expansion of access to medications for addiction treatment (MAT) within correctional facilities is bridging a significant treatment gap. Opioid Treatment Programs (OTPs) have had success but face challenges when incorporating community treatment standards in this setting. Presenters will discuss care considerations unique to jails and prisons when providing MAT such as admission and medication management decisions, differences in substance use patterns compared to the community, concerns for diversion, and characteristics of a fair and appropriate administrative discharge process.

Learning Objectives:

At the completion of this activity, participants will:
  • Identify how non-prescribed substance use patterns differ between the community and correctional settings and how this may affect admission and medication management decisions.
  • Describe strategies to mitigate the risk for diversion of agonist medications for opioid use disorder and ways to respond to diversion incidents in the correctional setting.
  • Describe characteristics of a fair and appropriate administrative discharge process suitable for the correctional environment.
